The Chairperson
Dr. Shirley Castañeda Agrupis
Dr. Shirley Castañeda Agrupis is a seasoned and published academician, researcher, and public servant who currently serves as Chairperson of the Commission on Higher Education (CHED), a role she assumed on June 2, 2025. Prior to this, she was appointed CHED Commissioner in September 2024 and previously served as University Professor and President of Mariano Marcos State University (MMSU), where she made history as the institution’s first alumna president.

Atty. Marco Cicero F. Domingo, CESE, the newly appointed Regional Director of the Commission on Higher Education, National Capital Region (CHED-NCR). Atty. Domingo has held key leadership positions within the Commission on Higher Education (CHED), serving as Director in various regional offices. In addition to his current role as Director for NCR, he was appointed as the Regional Director for CHED Region IX in 2025 and previously served as the Officer-in-Charge (OIC) for CHED Region II in 2023.
